An approved evacuation and reconstruction plan on Rabbi Meshulam Rath St in Netanya's Tobruk quarter: 44 aging apartments make way for 159 new homes split between a 29 storey tower and a 9 storey mid-rise, with street level retail, a kindergarten and new public gardens. Developed by Oron Nadlan, the urban renewal arm of the publicly traded Oron Holdings and Investments group, with architecture by GMA Architects.

## Le programme

On 15 June 2026 the Netanya planning committee approved plan nat/mk/542/a/37, clearing the way for a complete rebuild of Rabbi Meshulam Rath St 17, 19 and 21. The 44 apartments standing on the plot today belong to Tobruk, the quarter founded during the Second World War west of Ramat Hen and named after the besieged Libyan port. In their place the plan authorizes 159 new homes.

The scheme splits those 159 units between two buildings: a 29 storey residential tower and a 9 storey mid-rise, drawn by Kobi Gal and Ward Matzliach Alenbogen of GMA Architects. Commercial space sits at street level. Beyond the apartments, the plan carries a kindergarten, new public gardens and a widening of Rabbi Meshulam Rath St itself.

The plot sits directly beside Netanya's government complex and fronts Sderot Ben Zvi, the arterial road that carries much of the southern half of the city. Property portals list the address under Tobruk and the new central business district. The Mediterranean beaches of southern Netanya are a short drive west, and Kikar Ha'atzmaut and the seafront promenade sit north along the coast.

The developer is Oron Nadlan, the urban renewal arm of Oron Holdings and Investments, a publicly traded group. As of 2025 the company had nine complexes at advanced stages, replacing 682 old apartments with 2,362 new ones, with activity in Tel Aviv, Netanya, Hadera, Rishon LeZion, Bat Yam, Holon and Be'er Sheva. Oron builds most of its projects through its own execution division, which holds a G5 contractor classification, the highest grade issued in Israel. The plan cleared deposit in March 2026 and full approval in June 2026; building permits are the next stage, so no delivery date or price list has been published yet.
