Bilu Street runs east of Rothschild Boulevard, climbing from Sheinkin Street up to Toscanini Street beside Habima Square. The address sits inside District 5, the historic centre of roughly 45,000 residents that the municipality is replanning under outline plan TA/MQ/4320.

The approved drawings show five residential floors and a set-back roof level, the envelope plan TA/MQ/4320 allows on a street of this class. Every apartment opens onto a deep cantilevered balcony. The upper floor carries a glazed corner living room, and the roof apartment sits behind a shaded pergola terrace. Parking runs underground, entered by a ramp cut through the front boundary wall, which leaves the street frontage to a planted garden strip and the mature trees along the pavement.
