The project

Live in Tel Aviv's neighbourhood of tomorrow, today

OFER TLV, Zalman Shazar 48 is the first phase of a 442 home urban renewal scheme in Neve Ofer, the south Tel Aviv district where the city meets Jaffa. The municipal building permit, approved on 9 July 2026, covers 121 homes at Zalman Shazar 48 to 58. The six ageing blocks on the plot hold 48 apartments today. They will be demolished under TAMA 38/2, the national demolish and rebuild track, and replaced by three residential buildings that the developers describe as ten storeys high.

Kan Binui and Babadjanov Projects are behind the scheme. Kan Binui has developed and built residential urban renewal projects across Israel since 2010, and attorney Avi Babadjanov, who has advised Israeli real estate companies for two decades, founded Babadjanov Projects in 2018. The partners began signing agreements with the owners on the plot about ten years ago. According to Nadlan Center, this was the first full demolition and construction permit issued in Neve Ofer. Kaiser Architects designed the buildings and Bank Hapoalim finances the project.

The renderings show three pale clad buildings with deep private balconies on every floor, landscaped gardens along the street and terraces on the upper storeys. Across the three phases of OFER TLV, the developers offer apartments from 2 to 6 rooms, garden apartments and penthouses. In July 2026 they opened a pre-sale from ILS 31,880 per square metre, with 15% payable at signing and the remaining 85% at handover.

The developers place the Ehrlich and Isakov stations of the Red Line light rail five minutes on foot from the site, with HaHagana railway station nearby and a future M2 metro station planned at the neighbouring Nes Lagoyim complex. Florentin, the Jaffa Flea Market, Jaffa Port and the beach are a few minutes away, while the Shimon Peres High School for High Tech and Arts and the Tel Aviv-Yafo Academic College are within walking distance. The indicative schedule built from the permit date points to delivery in 2028.
