Jerusalem's district committee approved local outline plan 101-1440973 on 19 May 2026, and the approval was published in the official gazette on 26 May 2026. The plan governs a single plot of 0.969 dunam in Beit Hanina, in northern Jerusalem, and authorises one building that combines retail space and workplace floors. It moved the land designation to a combined commerce and employment use, fixed new building lines, and set the maximum building areas for the plot.

The building and development annex filed with the plan is dated 17 February 2026 and draws the scheme at 1:200. The west elevation shows eight upper floors above a two storey base glazed from floor to ceiling, and the sections show service and parking levels cut into the slope, which falls away towards the western boundary. A parking balance table filed on the same sheet splits the programme between retail area and office area.

The plot sits in the eastern part of Beit Hanina, 420 m from Route 60, the road that carries traffic between northern Jerusalem and Ramallah. The Al-Quds University building in Beit Hanina stands 360 m away and the Collège des Frères de la Salle school 440 m, with the Shabani clinics at 260 m and Gan HaGvura at 480 m. Two Red Line light rail stops serve the area from the Pisgat Ze'ev side: Moshe Dayan North at 680 m and Mazal Kashat at 740 m.
