The project

Dov Gruner 5-13, Jerusalem

Dov Gruner 5-13 is a **pinui binui** scheme, Israel's evacuate and rebuild form of urban renewal, on about 10 dunams (roughly one hectare) in Armon HaNatziv, south-east Jerusalem. The five housing blocks on the site today date from the 1970s and hold 123 homes. The approved plan replaces them with three residential towers of 34 to 35 storeys delivering **669 homes**, of which 39 depend on setting up a long-term maintenance fund for the towers.

Shops line the base of the towers along Dov Gruner Street. The plan also sets aside public open space, plots for public buildings and pedestrian passages between the towers, which open a future link west to Shlomo Ben Yosef Street, the neighborhood's main residential street. When the city engineer recommended the plan for deposit in September 2024, the average home was capped at about 103 m² of main area plus 12 m² for a **mamad**, the reinforced safe room Israeli building rules require in every new home.

Achuzat Yerushalayim, a Jerusalem developer, submitted the plan through its project company. Architects Omer Barr and Amit Mandelkern of o2a studio drew it. In April 2026 Amram Avraham, a construction company that reports to the Tel Aviv Stock Exchange, signed an agreement to take 51% of the project company and lend it NIS 2.4 million. At that date 69% of the existing owners had signed, and the developers planned to put 507 new apartments on sale.

The Jerusalem District Committee approved the plan in August 2026 and rejected the three objections filed against it. The planning record dates plan 101-1217165 to 16 September 2026, and the timeline on this page counts forward from that date to a delivery estimate of September 2028. A scheme of this size still needs building permits, the remaining owner signatures and bank financing before works begin, so these dates will move once the developers publish their own schedule.
