The project
58 apartments over shops and offices on the Dov Yosef light rail axis in Beit Safafa
Jerusalem plan 101-1249572 approves two buildings of 10 floors each on Dov Yosef Street in Beit Safafa, in the a-Dhahra section of the neighbourhood, on part of parcel 90 in block 30278. The plan was published in the official gazette on 21 April 2026, after the approval hearing of 22 February 2026. It raises the land designation from the Residential 5 zone set by plan 3365 in 1992, which allowed two floors, to a residential, commercial and employment zone.
The scheme caps the site at 58 apartments, 29 in each building, with shops on the ground floor, offices on the floor above and homes on the floors over them. Underground parking serves both buildings, with vehicle access from an easement at the rear. The plan requires 20 percent of the apartments to be small units of no more than 80 sqm, and the approved version adds 8,612 sqm of residential floor area, 744 sqm of commercial space and 500 sqm of built floor area for public use. The site today is largely empty, with part of it used as a car wash yard.
Beit Safafa lies in southern Jerusalem between Katamon, Gilo and the Talpiot industrial zone, and municipal data counts 12,962 residents and 2,957 housing units there. The neighbourhood master plan prepared by the planner Moti Kaplan from 2011 set out to double that housing stock, keeping the village core low and concentrating height along Dov Yosef, the road to Gilo. Jerusalem's outline plan reads this parcel as an urban residential zone with a building pattern of up to 8 floors, while the Beit Safafa neighbourhood plan allows up to 6 floors along the street.
Dov Yosef carries the alignment of the light rail Green Line, whose 35 stations include Beit Safafa, Dov Yosef Central and Pat Junction. Infrastructure work on the Pat Junction to Gilo section started along Dov Yosef Road, with a first phase planned to run about 36 months, and the full Green Line is scheduled to open in 2027. The plan was filed by Khader Ahmad and drawn by Omar Muhannad, and it renews plan 663641, which expired on 5 June 2024. Its own provisions give it two years from approval to be realised, and the project has not yet reached the building permit stage, so no sales prices, apartment mix or delivery date have been published.
