The project
Fishel 13, Jerusalem
Fishel 13 is an 11 home residential building on the corner of Yisrael Aharon Fishel Street and Rabbeinu Gershom Street, in the Bukharan Quarter of central north Jerusalem. The street carries the name of Harry Fischel (1865 to 1948), the New York builder and philanthropist who founded the Harry Fischel Institute for Talmudic research in the city. The lot is block 30103, parcel 5, a few minutes on foot from Bar Ilan Street and Shmuel HaNavi Street.
The project rests on detailed plan 101-1304682, decided for deposit by the Jerusalem planning committee on 4 January 2026, approved on 5 July 2026 and published in force on 9 July 2026. The plan has three stated goals: it enlarges the existing apartments, adds new housing units and fits the building with cantilevered balconies. Once complete, the building holds 11 homes.
The official building and development annex, drawn at 1:200 and dated 22 April 2026, shows a compact multi storey block set on the slope of the street, with a partly sunken lower level, the additions outlined on each level and projecting balconies along the facades toward both streets.
The neighborhood keeps daily life within walking distance: the Bukharan Market, the shops of Malkhei Yisrael Street and Kikar HaShabbat lie within ten minutes, and Tel Arza Park is close by to the north. On the standard schedule that follows a plan approval, works could start in late 2026 and the homes could be handed over around July 2028.
