The project
Urban renewal in the heart of a regenerating Kiryat Menachem
Plan 101-0879577 turns a 5.2 dunam site at Iceland 22A, Mexico 2 and Henrietta Szold 11 in **Kiryat Menachem** into a mixed use tower scheme. The Jerusalem District Planning Committee approved the scheme on 4 May 2026 after hearing two objections, and the plan was published in force on 26 July 2026. The three residential blocks standing on the site today hold 37 homes; the approved building delivers **218 apartments**, with a further 14 conditional on a long-term maintenance fund.
The design, by architect Boaz Bitman of Bitman Ben-Tzur Architects, sets a 42 storey tower, counted with its base floor, at the corner of Henrietta Szold and Mexico streets, beside a lower building on the same plot. The plan allocates 37,231 m² of residential floor area and about 1,890 m² of retail and office space, according to the developer. Upper floors look out over the green valleys that edge this part of the city.
Public space is written into the plan: two built kindergarten classes, 400 m² for community, social and cultural use, 1.7 dunams of public open space and a 0.74 dunam urban plaza. Two public pedestrian passages with mechanical aids bridge the slope down to a light rail station under construction, and every resident gets a private underground parking space, which the developer says will ease traffic on the surrounding streets.
The developer is **Taaman Real Estate**, part of the Taaman group whose sister companies include Taaman Food and the airline Israir. Its Jerusalem urban renewal pipeline also covers Beit HaKerem, HaNurit 4 and Costa Rica 111. Taaman expected in May 2026 that the scheme would move to execution within two years; the construction dates shown here are projected from the plan approval and will be updated as the permit and works schedule are confirmed.
