The project
Urban renewal in the heart of Ramat Eshkol, opposite the commercial centre
Paran 4 occupies the plot facing the Ramat Eshkol commercial centre, and its building permit was approved on 16 June 2026 under urban renewal plan 101-1225895. The permit record registers 63 homes on the site, which are the apartments of the five storey block standing there today, and the national planning register authorises 200 homes on the plot under the approved plan. Under the approved pinui binui plan that block is demolished and two mixed use buildings of 11 storeys take its place, holding 181 homes on a site of about 4.2 dunam.
The ground floors carry the programme that ties the project to the neighbourhood: about 4,000 sqm of retail, a public building, and a pedestrian link down to the valley and the green areas below the plot. Four levels of underground parking sit beneath the two buildings. The approved visualisations show facades clad in Jerusalem stone, balconies deep enough to plant on every residential floor, pergolas over the top storey terraces and a line of shopfronts along the street corner.
Capital Gold is the developer. The Jerusalem company has delivered dozens of TAMA 38 projects, on the strengthening track and on the demolition and rebuild track, and now concentrates on large scale pinui binui. Its record in the area includes Ma'avar HaMitla 3 in Ramat Eshkol, 49 homes near the light rail axis, Yirmiyahu 36 in Romema, 56 homes with retail space, and Yisa Bracha 13 in the Bukharim quarter, 34 homes with retail, occupied in 2017. Avraham Gottesman and Elazar Elyakim own and manage the company with Israel Bornstein. The renderings were produced by Studio Pitom.
The timeline below is anchored on the permit date of 16 June 2026. On the standard Israeli sequence the appeal window closes around September 2026, works start around October 2026, the structure reaches weather tight cover in mid 2027, finishing works run through early 2028 and handover falls in June 2028. These dates are calculated from the approval, and the developer has not published a schedule of its own. No price list, apartment mix or sales office has been published for Paran 4 yet, and those details will be added here as Capital Gold releases them.
