The project
Twenty-seven new homes between Rabin Square and the Museum of Art
David Bloch 17 replaces a four-storey block of 19 homes in the southern part of Tel Aviv's New North with an eight-storey building of 27 apartments. Tel Aviv-Yafo approved the building permit on 13 July 2026 under **TAMA 38/2**, the track of Israel's national urban-renewal plan that allows a building permitted before 1980 to be demolished and rebuilt to current seismic standards with added floors. According to the architect's project sheet, the new building totals 4,218 m² of built area above and below ground.
The address lies a few minutes' walk east of Ibn Gabirol Street, with Rabin Square and Tel Aviv City Hall on one side and the Tel Aviv Museum of Art on the other. Daily shopping runs along Ibn Gabirol and through the Gan Ha'Ir centre. Ichilov Medical Center is about 10 minutes away on foot. Project TLV tracks more than a dozen rebuilding projects along Bloch Street, and two of them, at numbers 22 and 36, welcomed their residents in 2025.
Shalom Nathan Group develops the project and builds it with its own construction division. The group cites more than 50 years in Israeli construction, an unlimited classification on the contractors' register and membership of the Tel Aviv contractors' association. Because it handles both development and execution in urban renewal, residents deal with a single company from planning to handover. Its Tel Aviv pipeline includes other TAMA 38/2 schemes at Binyamin Mintz 3 and 14 and at Sanhedrin 13 in Bavli. Etgar Null Architects designed the building, and Ron Meshulami is the structural engineer.
The architect's rendering shows wide balconies on every floor, planted terraces under slatted pergolas on the setback upper levels and a landscaped frontage on Bloch Street. The indicative schedule counts 24 months from the permit, which places delivery around July 2028. The developer has not yet published sale prices or a delivery date.
