Lincoln 4 sits on the corner of Lincoln Street and Koresh Street in Lev Tel Aviv, the eastern edge of the city centre where Yehuda Halevi runs into the Rothschild axis. The building permit approved on 2 July 2026 covers 155 homes. The plot measures 2.7 dunams and carried the Bezeq international exchange headquarters, a building completed in 1968 to a design by architects Gad Asher and Mordechai Shoshani, cleared for redevelopment from 2019.
The permit renderings show a corner block above a fully glazed commercial ground floor, with the top level recessed behind planted terraces. A perforated white lattice wraps both street elevations and shades the windows behind it. Two wings enclose an inner courtyard, and the roof carries a swimming pool, planted gardens and shaded seating over the Lincoln Street frontage.
The compound is designated for special uses, a category that allows sheltered housing, health services or educational institutions. A plan for sheltered housing and a commercial centre here was approved on 21 October 2020, replacing an earlier proposal that would have put a police station under residential floors and was dropped after residents challenged it. The site belongs to developer Israel Levi, who took it in a receivership tender for 46.6 million shekels.
The address is 350 metres from Carlebach station on the Red Line of the Tel Aviv light rail and 200 metres from Rothschild Boulevard. Habima Square stands 570 metres to the north, Sarona Market 770 metres to the north east, and Carmel Market 1.1 kilometres west toward the sea.
