The project
Thirty floors at Pat Junction, facing Gazelle Valley Park
Emek HaTzvaim Tower rises at Pat Junction in south west Jerusalem, on the corner of Rabbi Herzog Street and Yaakov Pat Street, facing the Gazelle Valley urban nature park. The scheme, filed as plan 101-1182146 by Azorim Building (1965) Ltd and Delek Israel Properties, carries an approval date of 24 June 2026 in the national planning record and was published for effect in July 2026, which opened the building permit stage. The municipal record registers 220 homes.
The tower stands 30 floors over four levels of basement parking, with roughly 8,000 sq m of retail and employment space in its base and a commercial frontage along both streets. A four storey public building of about 4,300 sq m is planned beside it for a new neighbourhood elementary school. A pedestrian bridge will cross Rabbi Herzog Street and the light rail alignment to connect the Gonen neighbourhoods directly to Gazelle Valley Park. The 5.7 dunam site carries a Delek filling station today, which the plan clears.
Azorim and Delek Israel Properties hold the project in equal halves and bought the land in April 2021 for 132 million shekels. The design is by Rachel Yogman of Yaski Mor Sivan Architects and Urban Planners, the practice whose Israeli portfolio includes the Azrieli Center in Tel Aviv. The Jerusalem local planning committee recommended the plan for deposit in May 2023 and cancelled a further building that would have stood inside the valley itself, after the Society for the Protection of Nature in Israel set out its position. An administrative petition against the approval was filed on 4 August 2026, three weeks after publication, and Azorim told the Tel Aviv Stock Exchange that it considers the petition's chances low.
Pat Junction is one of the city's main transfer points, and a stop on the planned Green Line of the Jerusalem light rail, running from Gilo in the south to French Hill in the north, is set at the foot of the building. Begin Expressway runs along the western edge of the site. Malha Mall and Jerusalem Malha railway station are both about 1.5 km away, Shaare Zedek Medical Center is 1.5 km north, and the Hebrew University campus at Givat Ram is 2 km away. No sales site, price list or apartment mix has been published for the project.
