The project

Thirty storeys above the Stern Street retail front, on the western edge of Kiryat HaYovel

Stern 47 sits on the western edge of Kiryat HaYovel, where Avraham Stern Street runs along the ridge above the wooded valley that closes Jerusalem to the south west. Plan 101-0714188, filed as a pinui binui urban renewal scheme for the plot, carries a permit date of 24 June 2026 and covers blocks 30415 (parcels 136 and 254) and 30428 (parcel 25). The municipal record registers 34 homes on the plot, which is the count of the existing eight storey block that the scheme evacuates.

The deposited plan approves a 30 storey residential tower with a commercial frontage on Stern Street, 160 apartments in total, of which 32 are small units of up to 55 square metres, according to Ynet's report on the district committee decision. The same plan adds a public building for a kindergarten, a synagogue and a community club, widens Stern Street under the city's strategic transport plan, and lays out a one dunam public garden next to Asbestos Park. The renderings filed with the permit show Jerusalem stone cladding, recessed balconies on every residential floor, and a row of shops under the tower at street level.

Yehuda Rachamim Building Company Ltd is developing the project. The Jerusalem family firm has worked in construction for more than 40 years, holds an unlimited G5 classification in the contractors registry, and runs its offices from the 17th floor of Migdal Ram at 17 Nachum Chaftzadi Street. Its Jerusalem portfolio includes Nof Ein Karem, Bostan Yehuda, Migdalei HaUma and several urban renewal schemes on Stern Street itself, at numbers 10 and 14. Braidman Agmon Weisman Architects drew the plan, and that practice was founded in 2003 by Yoel Braidman and Nurit Agmon, both graduates of Bezalel.

The timeline below runs from the permit date of 24 June 2026. On the standard Israeli sequence the appeal window closes in September 2026, demolition and works start in October 2026, the structure reaches weather tight cover in mid 2027, finishing works run through early 2028, and handover falls in June 2028. The developer has not published a sales schedule or a price list for the tower. Kiryat HaYovel around it is one of the busiest urban renewal districts in Jerusalem, with the Biblical Zoo 900 m away, Teddy Stadium and Malha Mall both a little over a kilometre east, and Mount Herzl 2.3 km to the north.
